A press review, why not. A column, better. Perhaps both, or something approaching both. A definite opportunity to question the UN's (dis)armament policy, but also the question of armament in Switzerland.<\/strong><\/p>\n

<\/p>\n

Le d\u00e9sarmement (rerere)devient ainsi une priorit\u00e9 non n\u00e9gociable pour le maintien de la paix. Il a notamment d\u00e9taill\u00e9 ses intentions dans une intervention<\/a> at the University of Geneva on May 24, 2018. This information is of particular interest to us.<\/p>\n

A confrontation rather than a diplomatic discussion<\/strong><\/h3>\n

The Conference on Disarmament (CD) takes place in Geneva from June 4 to 8 at the Palais des Nations. We all know that its government is without doubt a perfect example of (dis)armament, as are all the states involved in the never-ending Syrian confrontations, both in the field and in the production of weapons. En m\u00eame temps, chaque participant \u00e0 la CD \u00ab n\u00e9gocie sur le d\u00e9sarmement nucl\u00e9aire, la pr\u00e9vention d’un conflit nucl\u00e9aire, celle d’une course aux armements spatiaux et la garantie du non-emploi de l’arme nucl\u00e9aire \u00bb, comme le pr\u00e9cise encore Visit<\/em> Nouvelliste<\/em>. Joking? No, it's not.<\/p>\n

Arms and the United States<\/strong><\/h3>\n

Qu\u2019en est-il des armes \u00e0 feu ? La trumperie \u00e9voqu\u00e9e au d\u00e9but d\u2019article rappelle le comportement impulsif de son repr\u00e9sentant \u00e0 la CD et de tout autre diplomate qui \u00e9viterait le dialogue, chercherait \u00e0 provoquer et montrerait les muscles \u00e0 d\u00e9faut d’id\u00e9es nouvelles.<\/p>\n

Par ailleurs, vous savez sans doute que l\u2019Oncle Sam est tout \u00e0 fait efficace dans sa volont\u00e9 de (d\u00e9s)armement. Il y a notamment le cas r\u00e9cent d’un agent du FBI tr\u00e8s joyeux faisant un salto arri\u00e8re dans une bo\u00eete de nuit de Denver, perdant son arme de service et blessant juste au passage un noctambule. Ce qui fait beaucoup rire les pr\u00e9sentateurs d’ABC News<\/a>. Bref, la banalit\u00e9 du quotidien, apparemment. Un exemple de plus de la relation extr\u00eamement paisible et saine qu’entretiennent les Am\u00e9ricains avec les armes \u00e0 feu, c\u2019est bien connu. Ils s\u2019arment uniquement pour se prot\u00e9ger mais aussi un peu pour s\u2019amuser dans un stand de tir, \u00e9videmment. Le M16 d\u2019or en la mati\u00e8re revient aux citoyens qui sont affili\u00e9s ou proches de la puissante NRA<\/a> (National Rifle Association, environ 177’000’000 de francs ont \u00e9t\u00e9 d\u00e9pens\u00e9 pour le lobbying politique pro-armement depuis 2004, ce qui \u00e9quivaut \u00e0 quelque 12’600’000 de francs par ann\u00e9e).<\/p>\n

Yes, the friendly association explains<\/a> aux enfants, gr\u00e2ce \u00e0 Eddie Eagle et ses chouettes amis de la Wing Team, le comportement le plus s\u00fbr \u00e0 adopter face \u00e0 une arme \u00e0 feu. Plut\u00f4t que de pr\u00e9venir la police lorsqu’on trouve un beretta sous le banc d’un terrain de basket, fuyons et avertissons un adulte. Belle chanson ! En sous-entendant tout de m\u00eame que les armes sont partout, m\u00eame dans les maisons. Rien d’inqui\u00e9tant au final.<\/p>\n

D\u00e9pla\u00e7ons notre viseur et pointons \u00e0 pr\u00e9sent le probl\u00e8me de l’armement civil et militaire plut\u00f4t que d’\u00e9voquer le d\u00e9sarmement nucl\u00e9aire de l’ONU. Une simple \u00e9quation avant de poursuivre : sans armes \u00e0 feu, pas de guerre. Rappelons qu\u2019aux Etats-Unis, c\u2019est (online article<\/a> from Release<\/em>, publi\u00e9 le 15 f\u00e9vrier 2018) : 18 fusillades (de trop) parfois sans victimes dans une \u00e9cole en 2018, 36’252 personnes tu\u00e9es, 2 millions de permis de port d\u2019arme distribu\u00e9s uniquement en Floride pour les 21 millions d\u2019habitants de l\u2019Etat am\u00e9ricain et une augmentation de 24,2%, en dix ans, des entra\u00eenements que les \u00e9coles ont organis\u00e9 pour pr\u00e9venir les tueries. Voil\u00e0, c\u2019est fait. Bravo ! Le monde est rose et color\u00e9. Les enfants s’amusent. Les oiseaux chantent et le lac bruisse. Ecoutez, oui, \u00e9coutez les chanter, \u00e7a fait tant de bien.<\/p>\n

The Swiss example of RUAG Holding AG<\/strong><\/h3>\n

Evoquons maintenant le cas plus particulier de RUAG Holding AG. Qu\u2019est-ce que c\u2019est que \u00e7a ? Chose int\u00e9ressante, vraiment, voyez par vous-m\u00eame. Cette soci\u00e9t\u00e9 \u00ab anonyme \u00bb a un statut d’entreprise du service public comme les CFF, La Poste, etc. La Conf\u00e9d\u00e9ration Suisse en est donc l\u2019actionnaire unique et l’appelle pr\u00e9cautionneusement \u2013 ou hypocritement, c\u2019est selon \u2013 \u00ab groupe technologique \u00bb. Chaque citoyen devrait d\u00e8s lors avoir son mot \u00e0 dire sur les d\u00e9cisions d\u2019une entreprise d\u2019Etat qui produit des munitions et autres outils de guerre, non ? RUAG Holding AG devrait organiser une r\u00e9union annuelle de ses actionnaires \u2013 nous. Eh bien non !<\/p>\n

Although RUAG Holding AG is also very active in the aeronautics and aviation sectors, it still produces war materiel. The Swiss Confederation says<\/a> on its official website that \u00abthese companies linked to the Confederation perform \u00abpublic tasks or tasks in the public interest\u00bb, which include \u00abin particular guaranteeing the equipment of the army.\u00bb The \u00abin particular\u00bb is tasty! A public service multinational<\/strong><\/h3>\n

We can understand that this particular department of RUAG Holding AG, which produces mainly for the Swiss army, doesn't make much money. And yet, the company is 100% owned by the Swiss Confederation and should only finance the national armed forces, if we apply its public service role to the letter. However, it equips other military forces deployed in various conflicts around the world (United Arab Emirates, USA, Russia, Hungary, Germany, France, Great Britain, Sweden, USA, Italy and Brazil). All this is quite astonishing for a neutral country. Even if we have to admit that neutrality is relative when it comes to profits and when it suits us best.<\/p>\n

But then, where does RUAG Holding AG earn most of its money? A sobering percentage in answer to our question: 62% of 2017 net sales - 1955 million francs, all the same - were made abroad and only 38% in Switzerland. Shouldn't it be the other way around?<\/p>\n

Is (dis)armament a genuine desire or a mere diplomatic formality?<\/strong><\/h3>\n

Finally, let's find something in common between the UN's CD and the example of RUAG Holding AG in Switzerland: firearms. It's obvious. As long as they exist in free circulation, peace will never exist. And so the UN will never achieve its main objective. In the case of the CD, focusing discussions solely on nuclear disarmament does not resolve the issue of arms sales worldwide, nor the deaths that bullets and other bombs cause every day. Even less so if the representative of a major world power doesn't even want to enter the discussion.<\/p>\n

We might as well be organizing the next (De)Pollution Conference, at which we'd be trying to solve the problem of micropollutants or plastic, without mentioning the responsibility of the companies that produce them, or proposing less active chemical agents or less plastic-coated packaging to consumers, if necessary. A little sarcastic? Perhaps. But then again, that's where we're at.<\/p>\n

Enfin, dans le cas de RUAG Holding AG, le probl\u00e8me se situe plut\u00f4t dans la structure de l\u2019entreprise et dans son actionnariat unique. Comment une entreprise d\u2019armement peut-elle appartenir \u00e0 100% \u00e0 un Etat, de surcro\u00eet neutre, et, par extension, \u00e0 ses citoyens sans que ces derniers ne puissent avoir voix au chapitre ? Que rapporte-t-elle \u00e0 la Conf\u00e9d\u00e9ration Suisse ? C\u2019est \u00e9tonnant que les questions n’abondent pas autant vigoureusement sur RUAG Holding AG que sur les current scandals<\/a> of the Swiss Post subsidiary CarPostal.<\/p>\n

An under-criticized company?<\/strong><\/h3>\n

D’autant plus que le d\u00e9partement RUAG Ammotec a derni\u00e8rement connu des probl\u00e8mes de corruption, comme l’a expliqu\u00e9<\/a> the daily 24 Heures <\/em>on March 22, 2018, echoing initial revelations from the Handelszeitung<\/a>.<\/em> Une plainte est ainsi ouverte aupr\u00e8s du Minist\u00e8re public de la Conf\u00e9d\u00e9ration (MPC) et les locaux de l’entreprise d’armement ont \u00e9t\u00e9 perquisitionn\u00e9s. Il a tout de m\u00eame fallu un pseudo-lanceur d’alerte pour mettre la puce \u00e0 l’oreille de la justice suisse. Pourquoi ne parle-t-on que si peu de cette entreprise publique ? Surtout au moment o\u00f9 les m\u00e9dias suisses commencent sans doute leur couverture de la CD de l\u2019ONU.<\/p>\n

Apparently, we prefer the story of the behavior of a child with a tie, very moralizing for what he represents in the field of armaments and more particularly in the tragic events in Syria. Don't read any misplaced anti-Americanism into this, but above all a strong desire, however naive, to see a global anti-armament coalition one day.<\/p>\n
